RHEL6 RPM: Stop shipping tomcat-juli maven artifacts in the main tomcat package

      I found that we're shipping the tomcat-juli artifacts in the tomcat7/tomcat8 RPMs instead of putting them in maven-devel. This is unintended as we do not currently support the use of repositories for JWS tomcat.

      The artifacts that should be moved to maven-devel are:

      /etc/maven/fragments/tomcat7-tomcat-juli
/usr/share/java/tomcat7-tomcat-juli-7.0.70.jar
/usr/share/maven2/poms/JPP.tomcat7-tomcat-juli.pom
/etc/maven/fragments/tomcat8-tomcat-juli
/usr/share/java/tomcat8-tomcat-juli-8.0.36.jar
/usr/share/maven2/poms/JPP.tomcat8-tomcat-juli.pom
