The tomcat7/tomcat8 packages have a dependency on redhat-lsb to satsify dependencies when used on rhel-6 (systemv things). The rhel-6/tomcat6 package minimized that dependency requirement by only requiring /lib/lsb/init-functions, which is in redhat-lsb-core. We should update the JWS package to match to reduce those unnecessary dependencies.
