When operator is tested, the operator is installed from the OperatorHub which allows only one unreleased operator version to be installed (version which is loaded to CDN).

We need to keep that way for operator image respins. Hence during the early stages development the operator should be installed in different way e.g. operator-sdk and only the final stage should be installed through the OperatorHub.
