In zip archive for jws 3.0.3.dr2 tomcat8, there is an extra file tomcat-users.xsd on path jws-3.0/tomcat8/conf/tomcat-users.xsd. This file is not installed by tomcat8 rpm packages.

If this file is not necessary for tomcat to run (e.g. is not used for xml validation tomcat-users.xml, I suggest this is not provided in the zip archive also to make it consistent to what is provided via rpms.

Although xsd schema might be useful to some users, there exist simple example configuration already in tomcat-users.xml file and also documentation how to use it here

Note: when searching for this file in zip archive of jws tomcat7 and rpms of jws tomcat7 I could not find it also.
