Update Windows to Windows Server 2022 for testing

Microsoft launched Windows Server 2022 on September 2021 (related blog).

The JWS 5 only specifies a list of JVMs as a prerequisite for support as Supported Configration.
Though JWS 5 has native components, such as Commons Daemon, Tomcat Native, and OpenSSL. It would be better to test on Windows Server 2022 to see if JWS native components have been affected by compatibility changes on the Windows side.
