jws5-tomcat-vault RPM requires Java 8

      When installing jws5-tomcat-vault, users should be able to choose Java 8 or Java 11. As it stands right now, the way that the java package naming works doesn't allow that and always requires Java 8 to be installed even if Java 11 is already present.

      We addressed this for the jws5-tomcat package in JWS-1708, but didn't make a change to jws5-tomcat-vault; we should do the same (or similar thing) in this package also.

      I've attached groupinstall-jws5.out with output verifying that the only package that's left affected in the jws5 group is jws5-tomcat-vault.
