JWS 3.1's zip distribution currently contains older commons-daemon/jsvc artifacts, however the RPM version uses the latest released in JBCS httpd-2.4.29 GA thus making the users of the zip and RPM distributions using two different version. We need to update the zip distribution to use common-daemon to 1.1.0 so that the UX is the same between the distributions.
