service.bat should be removed from the java only zip

The service.bat script is only usable if you have the accompanying Windows natives and therefore should be moved from the java only zip to the Windows native zip.

It's also noteworthy that this change will mirror the upstream packaging differences between apache-tomcat-9.0.8.zip and apache-tomcat-9.0.8-windows-x64.zip, for example. The files service.bat, tcnative-1.dll, tomcat9.exe, and tomcat9w.exe are all included in the Windows zip, but excluded in the other.
