This ticket is for releasing OCP Jenkins update that contains this security release for OCP 4.20

Acceptance Criteria
All OCPTOOLS CVEs for Jenkins that are fixed by this release are linked to this issue via a "depends on" link.
Jenkins container image is released with respective base version and plugin updates.
All OCPTOOLS CVEs fixed by this release are linked in Errata and closed through its automation.
