[CPaaS] Update CPaaS instance to v9.34.0 for Jenkins

      Story (Required)

      CPaaS instances are required to update to version v9.34.0 by Thursday, October 30th. This update is required to address a Jenkins Security Advisory that requires updating to Jenkins LTS 2.516.3. See https://issues.redhat.com/browse/CPAAS-6174 for more information.

      Any instances that have not been updated by the required date will be deleted and users will have to update their deployment to the latest version to restart their CPaaS instances.
