Update our Jenkins images to be built on top of RHEL 9.
Why is this important?
RHEL 9 is the stable base OS for OCP 4.16. Keeping images up to date with RHEL ensures kernel-level compatibility and support for the latest bug/security fixes.
Out of scope - migrating to Konflux.
Scenarios
Run Jenkins with UBI9 base image.
Acceptance Criteria (Mandatory)
- Jenkins uses UBI/RHEL9 as its base image.
- CI - MUST be running successfully with tests automated
- Release Technical Enablement - Provide necessary release enablement details and documents.
