      Jenkins test suite failing on interop program for 4.10

      Root Cause
      we have a bug open for which our test are failing.
      Add xmlstarlet to handle JENKINS_PASSWORD

      Per discussion in team scrum, this is not a release blocker. The JENKINS_PASSWORD path is not the default way we deploy Jenkins - default is using the oauth plugin.

      Action Plan
      We have fixed this issue in 4.11 and are expecting a back port to 4.10 . But the team has decided releasing this in an early z-stream.

      But for time being we are not going to run the test related to this which is causing failure on interop.
