What is the PM and OCP Architecture processes for removing image from the payload

Rob per discussion in grooming, in the past, there has been product management owned processes for adding images to the payload (we encountered these when we added new jenkins agent images for example).

Can you please sort out if there is analogous PM processes for removing the image from the payload.
