Test suite: run config-independent tests only once in cruise control

With all-tests-cc, we run all the tests with tcp, udp and mux-udp. So tests which are config independent, such as QueueTest, are run 3 times !
Task: run config-independent tasks only once. Possibly by placing them in a separate directory.
