Reliable multicasts over RELAY3

This is a continuation of JGRP-2729 (unicasts), but for multicasts.

Investigate if multicast messages (dest=null or dest=SiteMaster(null)) can be reliably sent via unicasts to all site masters in the network, which then multicast them in their local cluster.
