Sites Up event missing when node is promoted to SiteMaster

      In Infinispan we have a test where the SiteMaster is killed and we test if the new SiteMaster is able to continue with the cross-site state transfer. However, the SITES_UP event is never triggered.

      Setup (* means it is the site master):

      LON-1 -> [A*, B, C]
      NYC-2 -> [D*, E, F]
      SFO-3 -> [G*, H, I]
      

      A is killed and we expect B to receive the events. The following logs show the sites up (and down) events for 5.2.16:
