Currently, forwarding routes have to be defined via configuration (XML).

If we get site-up/site-down notifications, we could do this dynamically.
E.g. if net3 gets a site-up(hf) notification from net2, it could add a forward to "hf" via "net2". This mechanism could be complementary to static routes and a user should be able to turn it off.

Currently, site-up/site-down notifications are not forwarded across sites, so this needs to be changed.
