Remove Flag.INTERNAL from SITE_UNREACHABLE message

The SITE_UNREACHABLE message is converted to an event and sent to the application to be processed.
With Flag.INTERNAL, the event is delivered in an internal JGroups thread and it may be blocked in the application.
