BaseServer.max_length is not used by TCP/TCP_NIO2

    Description

      Although max_length has been implemented (JGRP-2523) in TcpConnection and NioConnection, it is only used by GossipRouter.
      Need to add max_length to TCP and TCP_NIO2, too.
