MERGE3 doesn't work with TUNNEL

      Use the default tunnel.xml
      Change MERGE2 to MERGE3
      Start gossip router
      Start 2 Mperf clients
      Stop gossip router
      Wait for the clients to form their own clusters
      Start gossip router
      Now the two clients don't merge back!

      I tried Mperf with tunnel.xml and changed MERGE2 to MERGE3. When gossip router connectivity is down, they all form their own individual clusters. But when the gossip router connectivity comes back, these nodes are not merging into one cluster with MERGE3 protocol.
