Add the ability to setup RELAY2 based sites programmatically. E.g. add and remove sites dynamically. Currently, a bridge channel is created with a string (pointing to the bridge XML config file) as argument. We need to be able to also create the bridge channel programmatically and inject it into the local stack.

This is important for unit tests (e.g. Relay2Test)
