The cache configuration view always shows default error with message "The following configuration properties have invalid values: [Cache Rebalancing Status]. The values must be corrected before the configuration can be saved".

This error is shown even for local caches and it is not possible to save the cache unless this field is filled.
If the field is filled and the configuration is saved, the saving fails with error:

{WFLYCTL0062: Composite operation failed and was rolled back. Steps that failed:={Operation step-2=WFLYCTL0201: Unknown attribute 'cache-availability'}}, rolled-back=true

UPDATE:

Seems that because of this error, it is also not possible to create a new cache under the cache container. The operation is submitted, but later I cannot find it neither in the logs nor under the Operations history in JON.
