JDG-7215 introduced the ability to reload certificates on the fly, Operator however is proactive in detecting certificate changes and restarts the server nodes even though it shouldn't be necessary at this point.

Important note: Reloading is server side ability and thus it the necessity to restart the nodes depends on the server version
