[Operator] Operator HEAD requests failing with EOF on server Exception

HEAD requests on older Operands that don't have a fix for JDG-6548 will result in an error, instead of a 500 response. Ultimately this needs a server-side fix, but we can at least handle the failure more gracefully in our curl client so that a 500 response is passed to the consumer.
