Scaling down and up should be consistent without stale entries and keep data if replicas is set to 0

    Description

      Due to the persistence of unshared stores and its persistence on PV's there is a possibility of stale data if pods are scaled down for bit and come up again as the file@PV contains old data.

      As well as a scaling to '0' and back to the number before (aka cluster shutdown) will loose data or bring up any inconsistent cache with lost and stale entries.
