With the migration tool it should be possible to use any legacy store, no matter how segmentation, owners, encoding, marshalling is configured and migrate it to a current store version.

This can be used to be able to migrate different storage formats as well.

It should support the migration from legacy versions to the latest, not vice versa.
It would be good to know whether versions are fully compatible and don't need migration, or the latest version of the tool can be used to migrate to a legacy version as well.

Migration backwards are not supported.
