Stacks should permit a "Early Access" Runtimes

      Stack.yaml should permit a way to have "Early Access" Runtimes. jdf-site and clients should have knowledge that the runtime is a Beta/Alpha release.

      Possible solutions:

      1 - Use Label
      2 - Create another root association (betaRelease and alphaReleases)
