Need to implement a command line tool called "jbosswstool". It will be on the lines of the jaxrpc tool "wscompile" that is standard in JWSDP, from Sun Microsystems.

Currently the plan now would be to read configuration from a simple properties file.

The first version will have features that are WS-I compliant.
