We still need to release upstream artifacts for the 5.1.x stream, because they are used for JBoss EAP 7.3.x updates.
For this reason, the jbossws-cxf-5.3.x maintenance branch release configuration must be updated to match what has been done for the main stream, see https://github.com/jbossws/jbossws-cxf/commit/9a864308f8798725e83ac634ac8f614dadb14c53 which might need an update to the relevant jbossws-cxf parent as well, like in https://github.com/jbossws/jbossws-parent/commit/ebc1c971ae717b5c1c41c450d721b99fa0ef169f
