Add a test-feature-pack to install the test configuration files into WFLY

Create test-feature-pack to install the jbossws-user.properties and jbossws-roles.properites into WFLY server standalone configuration dir. These files can be used to wildfly-maven-plugin to package the WFLY server instance with jboss cli.
