Add cloud profile to only enable the cloud tests

Due to the cloud tests environment, the minikube is required to be prepared before the tests.
For the local environment, we can allow user to only run the normal tests instead of force user to prepare the minikube to run the build.
For the github action CI, we create another workflow and only build the cloud tests.
