Missing SOAPHandler compatible extension of ConfigDelegateHandler

    Description

      The implementation of JBWS-3335 is missing a SOAPHandler flavor of the ConfigDelegateHandler (while it has that for LogicalHandler). This causes problems when getting messaging containing headers with mustUnderstand=1, as CXF won't recognize SOAP handlers coming from the jbossws configuration and hence fail in processing the message.
