Invoke LifecycleHandler in EndpointService

      LifecycleHandler is now called in EndpointServiceDeploymentAspect , which can not get the EndpointService state. If EndpointService is failed , the LifeCycleHandler is still called and set the Endpoint state to started. Invoke the LifeCycleHandler in EndpointService is better to sync the Endpoint state with EndpointService's state.
