Prevent duplicated endpoints for EJB 3.1 beans in web archives

Multiple (2) EJB3.1 beans are created for each ejb3.1 bean included in web archives, see testcase for JBWS-2957. We need to prevent multiple jbossws enpdoints to be started (added to the registry, being called for injection, being linked to various resources, etc.), to prevent waist of resources as well as because Apache CXF would fail when trying to publish multiple endpoints to the same address.
