Release framework, update references to spi and common

For the JBossWS-CXF 3.1.2 release we just need to release another jbossws-framework (3.1.2.SP2).
The JBossWS-SPI has no changes since the 1.1.2.GA release that was in Native 3.1.2.GA, so it does not need to be released, we just have to refer it.
The same applies to JBossWS-Common (1.1.0.SP1).
