When LRAs time out when the server is down the abortLRA method is not called. When the server restarts and the LRAs are recovering we want to make sure that the status of Active LRAs where their time-to-live is now expired and no participants are registered go to 'cancelled' or are (persistently) changed to move to cancelling if there are still participants registered.
