Reorder the handing of CORBA Resource rollback so that the XAER_RMFAIL case handling does not affect the XAER_NOTA handling

      In the code one can see that the handling for JBTM-3838 has prevented the XAER_NOTA case from throwing HeuristicHazard. This needs to be corrected.
