[Future Bug] Address testsuite problems with CDI 4.0 and empty beans.xml files

    Description

      https://github.com/eclipse-ee4j/cdi/issues/500 changes the default CDI behavior when an archive includes an empty beans.xml. Our testsuite includes a lot of such artifacts. So we'll need to deal with that.
