Add LRA support for EE 9

We need to support running on JakartaEE platforms. The main change is replacing JAX-RS with Jakarta Restful Web Services but there are other additional changes required.

The current version of the narayana LRA implementation is 5.12.0.Final and it uses Java EE APIs. The main question is, can we remove Java EE APIs from the implementation going forward, and can we make this work with the MicroProfile LRA TCK which is still using JAX-RS. From a maintenance point of view this approach is preferable to producing two artefacts (one that uses JavaEE APIs and one that uses Jakarta EE APIs) since I am not aware of any requirement to use JavaEE APIs.
