Introduce maven wrapper for building instead of having maven binaries in the source code repository

The Narayana project source code repository contains the maven binaries - https://github.com/jbosstm/narayana/tree/master/tools/maven
I's an old-fashioned and not recommended way (https://github.com/jbossas/jboss-as/tree/7.2.0.Final/tools/maven) for the goal of building the project with maven in specific version.

Narayana should switch to use the maven wrapper (https://github.com/takari/maven-wrapper) instead, as other projects do
