Create integration test for REST-AT recovery failure (JBTM-2356)

      There was an integration test for it: https://github.com/jbosstm/narayana/commit/5b278de35b9095a27e27514cca4eea51d8e231cf.

      However, it was failing on CI intermittently and had to be reverted.
