Update build-release-packages.xml to use rsync by default

      The problem with the current solution is that it copes files to an sshfs mounted directory. If the connection is dropped (which happens on a mac), the transfer can't be resumed.

      The rsync default will be linux only, so leave in the sshfs approach, and have it enabled by a property.

            Not adding to 4.16 branch. If we need to do another 4.16 release, we can run the rsync manually or apply this fix then.
