jbpm-in-container tests on Tomcat are failing when run with Java 11 with the following exception:

java.lang.NoClassDefFoundError: javax/xml/bind/JAXBException
	at org.jbpm.test.container.test.TransactionsTest.createEMF(TransactionsTest.java:107)
