Create a Case project.

Create a Case definition.

Delete global/WorkDefinitions.wid file from the project.

Go to project.

Open WorkDefinitions.wid.

Click on Delete.

Try to create a new Work Item Definition in global folder (by specifying a package when creating a new WID).

Actual result

It is not possible to specify global placement of WID file.

Expected result

It is possible to specify global placement of WID file.
