Currently we get the atlassian jira depends from spring maven repo: http://repo.spring.io/plugins-release

This is not good and causes issues with the PNC project.

We should upload the needed jar and pom to our jboss third party upload repo and remove the reference to the spring repo from jbpm-work-items pom.
