In some situations management api of KIE Server should be disabled - for instance when running in standalone mode with fixed number of kjars.

Management api means all endpoints that modify KIE Server state like

• creating containers
• disposing containers
• updating release id of the container
• updating kie scanner

this should be easily configurable like via system property to simply turn it off.
