Exec.server UI: process config tab should only be present if process capabilities are enabled

If the server template isn't configured to have process capabilities, it doesn't make sense to configure process settings for containers in the template.
Current solution is to allow editing of these properties without allowing user to save (or cancel) these changes, which is a bit confusing for the user.

Better solution would be to not display the process config tab at all, if the server template doesn't have the process capabilities.
