Kie Server Router should retry when updating controller config in case of controller's unavailability

When kie server router receives information from KIE Servers about containers it might require update on controller - when new servers are added with new containers, or existing servers are doing down and thus removing containers.

Router should retry requests to controller in case it was not available when router received request.
