To be able to use various cloud deployments there are needs to improve how KIE Server can be used:

• allow to register query definitions when kie server starts from config file - this is to free up KIE Server from the need to connect to controller/console to receive query definitions used by Admin Console (workbench)
• basic HA for KIE Server Router so it can watch the config file and reload when changes are discovered
