      A strategy that uses user load scoring to determine which user will be assigned. Uses a pluggable approach to allow for using a different load calculator. Two calculators are provided:
      TaskCountLoadCalculator - Simple calculator that determines load for users by looking at the number of tasks that are currently assigned to a user
      TotalCompletionTimeLoadCalculator - More complex calculator that takes into account the amount of time that each currently assigned task may take.
